It was established with the idea of providing training upgrades and solutions demanded by the maritime industry. The center was started by a group of maritime experts in early 2011. The founding members have spent most of their professional careers dedicated to the quest for higher standards in maritime education and training. The group envisioned the establishment of a training center that will mostly cater to the needs for revisions brought about by the new STCW-Manila Amendments. The word means "resurgence of learning," which was literally directed on the grounds of the future changes in STCW, specifically the 9th resolution of the Manila Conference, which specifically calls for the revision of existing IMO Model Courses and the further development of new courses.
